Extract out contruction of Web Key Directory URLs ...
Moves `toWebKeyDirectoryURL` to a separate class adding unit tests
for URL correctness as well as support for spaces at the beginning
and end of the e-mail. Spaces are frequently automatically inserted
by soft keyboards.
